CSSA 50th Anniversary
Significant Milestones in Company History
1976: Communications Supply Service Association (CSSA) is formed by NTCA members as a member-driven buying association.
The association was established on April 30, 1976 by Clinton Quenzer of South Central Rural Telephone Cooperative Corporation, Aubrey E. Judy of Farmers Telephone Cooperative, and R. Maurice Holland. CSSA’s initial mission was to provide technical services and offer economies of scale to rural service providers by purchasing telecommunications equipment.
1978: CSSA holds the first-ever STAR Conference (Standards, Technical Advisory, and Review) at its home base in Little Rock.
STAR continues today as the company’s flagship annual industry event, bringing members and partners together for education, collaboration, and rural broadband industry leadership.
1996: CSSA moves into new office building as the business expands beyond a regional operation into a strategic buying association with nationwide representation.
CSSA expanded its role to include distribution, logistics, configuration, packaging, and technical services. This positioned the company to evolve beyond purely equipment procurement into operational enablement.
2003: CSSA begins supporting products and services for dedicated internet service offerings.
With the telecom industry shifting its core focus from voice to internet, CSSA introduced services specifically supporting broadband equipment, firmware preparation, staging, and deployment logistics, aligning with rural broadband expansion trends.

2005: CSSA joins the widespread rural IPTV (Internet Protocol Television) initiative, supplying equipment like set top boxes and DVRs.
This helped enable independent and cooperative internet service providers to better compete by offering triple play packages, which generally provided a discount to customers that subscribed to voice, TV, and internet services.
2009: The CSSA membership’s focus begins to shift toward providing WiFi service as more wireless devices became commonplace.
CSSA added services including loading custom firmware and deployment kitting, providing tip-to-tail solutions that enabled members to offer WiFi equipment and managed service more efficiently and at scale.
Late 2010s – Early 2020s: CSSA expands into modern broadband, enterprise, and grant-ready solutions.
The company evolved its value proposition to include next-generation broadband technologies, enterprise solutions, and operational readiness aligned with modernization and funding initiatives.
